Chiangrai Times – Chinese State Councillor and Minister of Public Security Meng Jianzhu met with Prayuth Chan-ocha, Thailand’s army chief. Prayuth expressed profound grief over the killing of Chinese sailors by few Thai military personnel, and pledged to try, without delay, the suspects according to law and make the trial fully accountable to both Thai and Chinese people.
It is the first time Thai military senior officials make clear stance about the murder of Chinese civilians on Mekong River last year. On October 5, 2011 13 Chinese sailors were killed at “Golden Triangle” of Mekong River. Since some Thai soldiers were accused of shooting and killing the Chinese sailors, the Thai military officials had kept silent and even hinted that they may reject the police’s warrant of arrest by claiming that only the military tribunal had the right to hear the case. As Thai military lacked of cooperation, neither the military tribunal nor the ordinary criminal court could start the prosecution process.
Thai military officials’ cooperative attitude is a positive signal.
This breakthrough proves that the security cooperation among China, Laos, Myanmar and Thailand would reach the desired goal if with sufficient respect and understanding on the partners’ particular culture and national conditions.
There is no doubt that through China’s sincere communication with Thailand and all other concerning parts, especially after the arrest of Myanmar’s drug lord NawKham, the obstacles to cooperation have been minimized.
China, Laos, Myanmar and Thailand are now trying their best to sign an agreement on security and law enforcement cooperation on Mekong River. The implementation of the agreement is a successful cooperation and integration of the different cultures of these four countries. Only the mutual respect and comprehension to the different cultures can eliminate the doubts on cooperation.
Based on the respect of cultures and legal systems of other countries, China can fulfill the international responsibilities as a big nation and have a positive influence to the region in order to obtain solid progress in fighting against international terrorism, human trafficking, drug-related crime and other organized crimes.
