Lottery Vendor and Motorcyclist Electrocuted and Drowned

A motorcyclist and a lottery vendor were electrocuted and drowned in a canal in central Thailand and local authorities are fighting over responsibility for the electrocution that led to their deaths.

Both the local electrical authority and the town authority blame each other for the deaths resulting from a faulty light fitting atop a power pole.

On Wednesday afternoon, Mr Sukawee Kwakhiran and Mr Assawin Srisalab, a lottery vendor, drowned after plunging into the Khlong Lat Krabang canal in the Bang Phli district of Samut Prakan around 3 pm.

A witness told police that Mr Sukawee was driving his motorcycle along a concrete path along the canal-side when Mr Assawin, the lottery vendor, pedalled from the other direction.

Mr Sukawee swerved to avoid a crash and lost control of the motorbike. The motorcycle plunged into the canal, taking him with it. When the lottery vendor, Mr Asswain, realized that the motorcyclist was in danger, he jumped into the canal to save him.

Both the motorcyclist and lottery vendor drowned

Immediately after hearing about the accident, Sonthaya Bangthettham rushed to help the two men. However, as soon as he lowered his feet into the water, he received an electrical shock and pulled them out quickly.

Several residents discovered a power leak in the nearest utility pole using screwdriver circuit testers. The police were notified immediately.

The two bodies were taken to a nearby hospital for postmortem examination.

Electrical technicians from the Metropolitan Electricity Authority’s Bang Phli branch inspected the site. They concluded that power leakage into the canal was caused by a faulty light pole.

The director of the Bang Phli electricity branch office, Yasothon Sukprasong, said the light poles are the property of the local town administration organization. This organization is responsible for maintaining them.

Yasothon said he would speak with the local town about the matter since normally the lights would not be turned on during the day.

He said that the motorcyclist was electrocuted after falling into the canal. The lottery vendor who rushed to the vendor’s rescue was also unaware that electricity was leaking from the light pole.

According to Songchai Nokkhamin, chairman of the local town administration organization, the power leak was caused by a faulty light fitting.

He said it was determined that the town had asked Bang Phli electricity to help install lights in Racha Thewa. The electrical wiring and the lights had been purchased by the electricity office.

After the lights had been installed, the electricity office turned over maintenance to the town administration, which provided the budget funds.

Mr Songchai said that when needed, the town administration provided new bulbs. However, he said that the town was not liable for repairs to light poles or their wiring.

He said that the buck could not be passed onto the town and the responsibility was clearly that of the electricity office.
