Home Care Package Level 1: What Is It and Who Is Eligible?

If given the choice, many Australians would rather have help at home than move into an aged care facility.

Fortunately, through the provision of a “home care package,” qualified seniors in Australia may be able to continue living in their own homes rather than moving into an elderly home.

The term “home care package” refers to a set amount of money that is provided to an elderly person by the federal government in order to provide them with services that will enable them to continue to live freely.

The amount of money given to a person is determined by an independent agency’s evaluation of the person’s requirements for financial assistance.

The cash is not actually given to the person in question. Instead, customers are given a code that they are supposed to take to an authorised service provider and discuss with that provider in order to figure out how the money is going to be spent.

There is a predetermined quantity of home care packages available, so even if a person is determined to be in need of a package, they still need to wait in a nationwide queue that is administered by My Aged Care until a package is awarded to them.

What kinds of assistance are available?

There are various services available.

These may involve cleaning, personal assistance with showering, or simple house maintenance such as changing light bulbs and yard work.

Other possible tasks include assisting with the installation of grab bars.

In addition to this, services could include support with things like grocery shopping and food preparation, as well as ancillary medical services like physiotherapy.

This fundamental level of support is provided through the Commonwealth Home Support Programme (CHSP).

A person may be qualified for a home care package if their needs evolve to the point where they require more than one or two services, require greater assistance in coordinating the care they get, or have more complex demands.

There are four different package levels to accommodate a wide range of care requirements.

Those who require the least amount of care qualify for a level 1 package, while those who require the most require a level 4 package.

How to access these home care packages and services

My Aged Care, which is the government’s online portal, is where you can find out about all of your options for home support services and home care packages. A person could be referred by their primary care physician or by a hospital.

They can also communicate directly with My Aged Care or have a member of their family or another trustworthy person do so on their behalf.

Users have the option of registering either online or over the phone.

If someone does not have access to the internet at home or is not proficient in digital literacy, this can be a difficult task for them.

Also, people with cognitive or physical disabilities that make it hard for them to communicate may find it hard to move through the system.

It is important for a person who needs help to name a trustworthy person who can handle the process.

Ideally, this person should be a member of the person’s immediate family or a close friend.

They will aid with the process of assessing their loved one’s needs, selecting a competent provider, such as HomeCaring, and choosing services that are the most appropriate match for those needs.

Who is qualified to apply?

An evaluation of the CHSP will be carried out by a regional assessment team. After assessing you, an Aged Care Assessment Team (ACAT) will decide if you are eligible for home care packages and residential care if they find that you need more care than you are getting now.

Most of the time, the assessors are registered nurses or other health care workers who have been trained to evaluate a patient’s care needs based on government standards.

They will conduct an extensive evaluation of the person’s cognitive abilities as well as their physical capabilities to handle things on their own at home.

Because of this, the evaluator will be able to understand what the person needs and make a suggestion about what kind of help, like physiotherapy or personal care, would help them the most.

They will also take into account the individual’s preferences and the degree to which they receive informal care, such as assistance with shopping, cleaning, and other chores provided by family members, friends, or even neighbours.

Because of the disparities in the types of care that are made available to different people, an individual whose functional level is lower but whose demands are greater may receive less financial support than an individual whose level of functioning is higher.

What happens once someone is on the list?

Waiting times have emerged as a significant problem, with some clients having to wait for an extended amount of time before an item can be delivered. The average wait period today is between 18 and 24 months.

A person who is waiting for a home care package can receive support at an entry level through the Commonwealth Home Support Programme, or they may have the option to take up a lower level interim package if one is available.

Both of these options are available while the person is waiting for a home care package.

The amount of time someone has been waiting in line and the urgency of their demand are the two factors that decide how long someone will have to wait.

A person is considered to be a high priority if, in the absence of support, there is a significant possibility that they would experience an extreme crisis.

Those that have the greatest requirements should, therefore, get their packages first.
