PHNOM PENH – A Cambodian appeals court cut a 28-year sentence given to a German pedophile in 2006, angering children’s rights activists, The Phnom Penh Post reported Friday.

Karl Heinz Henning, 67, was convicted after police raided his flat and found four Vietnamese girls aged 10 to 14, as well as the largest pornography collection ever found in Cambodia.

Some of the videos showed the rape of young girls by Henning, at times dressed as a Nazi.

Henning will be eligible for release in 2016, having served less than half his sentence, after some of the charges against him were dropped, including one of human trafficking.

He is now only charged with purchasing child prostitution.

“A verdict of 10 years for all the crimes that it was proved he committed, with such a high level of severity, does not bring any justice to the victims,” said Seila Samleang, country director of NGO Action Pour Les Enfants, according to the newspaper.

Samleang was quoted as saying that Henning had “paid for traffickers to bring children to his apartment, where he would tie, whip and rape them from three to four hours and then send them back to the traffickers.”

He was also in possession of the largest collection of child pornography in Cambodia’s history, the statement said.
