Belgian Murderer and Russian Fugitive Arrested in Pattaya

PATTAYA – Thai Immigration police arrested a 57-year old Belgian, Tcheo Joel Tcharada, a fugitive with valid arrest warrants issued by the Court of Verviers and Interpol accusing him of homicide.

Immigration commissioner Pol Lt-Gen, Panu Kerdlarpphol told the media Monday that Mr Tcharada allegedly murdered his wife, Ms Paschale Daelen on Jan 14 in Belgium and dumped her body in a lake. He reportedly fled to France with his wife’s belongings including an iPhone, ATM and credit cards. He entered Thailand on Jan 24.

Pol Lt-Gen Panu said Interpol had earlier contacted the Thai Immigration Bureau to help track the accused known to have hidden in Chon Buri province following the CCTV camera footage showed he was withdrawing money from ATM machine in Pattaya.

He was arrested in Mukdahan province on Feb 21, when he was about to cross the border to the Lao PDR.

The accused has, however, refused to speak to the police about the charges.  Meanwhile on Feb 20th, Thai Immigration police arrested a 41-year old Russian, Dmitry Ishmukhametov, a fugitive suspect with a valid outstanding arrest warrant issued by a Russian court accusing him of embezzlement.   Chonburi Immigration Police chief, Pol Col Chaiyot Warakjunkiat told the media on Thursday that the Embassy of the Russian Federation had earlier contacted the Thai Immigration Bureau to help track the suspect after he fled the country to start up business in Thailand.Col Chaiyot said the suspect is being detained for his role in an alleged embezzlement scheme estimated to involve one million Russian rubles (some US$23,000). Investigation revealed that he had started a real estate company known as Anastasia International in South Pattaya which later led to the arrest while he was working at the company.

Mr Ishmukhametov confessed to alleged fraud and will be deported to Russia
