Bangkok Police Arrest 2 Thai Men for Assualting French Woman

BANGKOK – Two men from Northeastern Thailand have been arrested in Bangkok for the alleged assault and attempted rape of a French woman in Phra Nakhon district Tuesday morning.

Surasak Wanprapao, 19 of Chaiyaphum province, and Chuan Wamakhan 42 from Ubon Ratchathani, were taken into custody after an eyewitness alerted police.

Pol Lt Gen Ruangsak Jarit-ek, acting deputy police chief, said Chuan and Surasak went to the Khao San Road tourist area but had no money to travel back to their accommodations, so they allegedly looked for a victim to rob.

They found 32-year-old Eisa Luce Genevieve Kalicun walking alone near Sam Sen 3 Road at about 2.30am. Surasak 19 allegedly hit the woman in the back of her neck with a concrete block and dragged her into the road to rape her while Chuan 42 is accused of remaining on the lookout.

Miss Kalicun screamed kicked Surasak’s leg, Chuan and Surasak then tried to flee fearing witnesses. Police arrested them both with Miss Kalicun’s mobile phone, cash in Thai, Euro, American and Lao currencies, and her passport.

Miss Kalicun sustained wounds in the back of her neck and her forehead and was treated at Vajira Hospital in Bangkok.

Tom Baslays, her boyfriend from the UK, said Miss Kalicun was hungry and just left their guesthouse for a bite to eat. Baslays said they arrived in Thailand just four days ago and the incident has caused them to have very negative feeling about Thailand

He said they chose the location as it was near a police station but that proved to be unsafe.

Meanwhile, the Appeals Court in Bangkok on Tuesday upheld the Criminal Court’s imposition of prison terms of 50 years and 10 years respectively for a man and his wife for rape, forceful detention and threatening a woman employee with weapons.

 Surachai Vivattanachart, 38, aka M Ramba, and his 46-year-old wife Thanawan Klaiprae were indicted in the Criminal Court for forcefully threatening and raping a 25-year-old woman employee of their firm, International Detective Thailand Limited Partnership, to stop her from resigning.

The court was told Surachai raped the victim many times, recorded the rapes on video and posted it on the internet to blackmail her. The crimes occurred between April 19 – August 10, 2008.

The Criminal Court, in April 2013, initially sentenced Surachai to an accumulated jail term of 85 years and a fine of 1,050 baht and six months jail, and Thanawan to 10 years imprisonment for helping Surachai  commit the crimes.  However, the law limits Surachai’s jail term to 50 years.
